Neighbors Helping Neighbors Program
If you have a delinquent bill or not currently served by the Utility Rate Relief Program, you may qualify for our Neighbors Helping Neighbors program. This program allows for 100% reduction on a basic bill (benefit to not exceed $352.00) for up to two months of utility service charges*.

Your donation will help support low-income, disabled, and senior residents who need financial assistance to pay their utility bill.
The City of Bellevue's Neighbors Helping Neighbors donation program is an opportunity to make a meaningful impact. Anyone can provide a donation to help support others in the community facing financial hardships and unable to pay their utility bill for essential services. Every donation counts. No contribution is too small, and every dollar supports a caring community helping each other.

Emergency Assistance Program
If you pay a Bellevue utility bill directly and are not eligible for the Utility Rate Discount Program, you may qualify for a 100 percent discount on a basic level of service (2024 benefit not to exceed $352 per bill) for up to two bills (four months) of utility service charges* if you are experiencing a one-time financial shock that interferes with your household’s ability to cover basic needs.
There are no age or disability requirements. Certain residency and income requirements must be met. This assistance is available to customer once every three years. Please call 425-452-5285 to request an application.

Utility Rate Relief
The City of Bellevue offers low–income seniors (62 and older) and low–income persons with permanent disabilities a discount on their basic utility costs for water, wastewater and drainage. Customers must meet specific residency and income guidelines.
Customers who are receiving home kidney dialysis treatments may qualify for a discount on the water and wastewater required to provide those medical treatments without an income requirement.
How to return applications:

- Deliver your application in person at Bellevue City Hall or Mini City Hall at Crossroads Mall.

Utility Rate Discount
If you pay a Bellevue utility bill, you may qualify for a discount on your utility bills. This program is open Feb. 1, 2024 through Oct. 30, 2024. Program application and Guidelines for the 2025 Utility Rate Discount Program will be available in February 2025.
Utility Rate Rebate
If your utility costs have been paid through rent or another third party, you may qualify for a rebate check on utility costs. This program is open April 1, 2024 through Oct. 30, 2024. Program application and Guidelines for the 2025 Utility Rate Rebate Program will be available in April 2025.
Utility Tax Relief
This program provides utility occupation tax relief to low-income households within the Bellevue service area in the form of a rebate check from utility occupation taxes paid to the City. This program is open October 1 - November 15 2024. Program application and Guidelines for the 2025 Utility Tax Relief Program will be available in October 2025.
