Dogs and their humans are welcome in all Bellevue Parks and trails while on leash with only a few exceptions; dogs are prohibited at beach parks during the swimming season, synthetic turf areas (such as Inspiration Playground), the Botanical Garden, Bannerwood Stadium and Kelsey Creek Farm. Service animals are always welcome while providing assistance to their human partner.
Parks with Off-Leash Dog Areas
Although off-leash play is considered a recreation use by many, please understand that not all users are comfortable around animals. For off-leash recreation, please be a considerate neighbor and use the designated off-leash areas in and around Bellevue:

Pop-up, Dog Off-Leash Pilot Program
In 2023 the Parks & Community Services Department launched a Pop-up Dog Off-Leash Pilot Program in response to growing demand for accessible and safe spaces for pets and their owners to get exercise and enjoy the outdoors. Fenced off-leash facilities have “popped up” in three parks (Crossroads, Wilburton Hill and Wildwood) and at City Hall on a temporary trial basis while community input was sought.
Based on the community’s support and feedback, survey results, monitored usage, staff recommendations, and reviews by the Parks & Community Services Board and City Council, the pilot program's objective to improve permanent access to off-leash facilities has been successfully met and well-supported. The three off-leash facilities at Crossroads Community Park, Wilburton Hill Community Park and Wildwood Park will undergo improvements, suggested via community input, and will become permanent off-leash facilities. Planned improvements for each of the three park sites, detailed in the 2024 Pop-Up OLA Pilot Program Report, will include fence realignments, benches, shelters, and water.
New locations for temporary pop-up off-leash areas will be evaluated and tested, with plans for use by summer 2025. Stay tuned for updates!
Report Dogs Off Leash
It is a violation of Bellevue City Code to allow dogs or other pets to run at large within parks, other than within City designated off-leash areas (BCC 3.43.145).
While Parks Rangers can request voluntary compliance, they have no code enforcement authority. The City contracts with Regional Animal Services of King County (RASKC) for enforcement of animal control codes.
